In her position as deputy, Ms. Meier participated in all operational decisions for the Central Region and led the division in the absence of the vice president.  She headed several new business development teams.  She led the initial SenCom effort to develop the first Interactive Customer Support Facility providing remote Unix systems and Oracle database management for the SSG, and facilitated the transfer of this capability to DISA.  She recruited and initially managed SenCom's Year 2000 Software Assessment Team which primarily supports the Air Force.  She put together an Integrated Document Management team, that used leading edge document archiving and on-line library tools to archive program management records and establish LAN-based libraries for the Air Force.  She led the team that specified, procured and installed a 25 user Windows NT LAN in the SenCom Montgomery facility, linking the office to headquarters and the world.  She developed and implemented the Central Region Marketing Strategy.  She was key or directly responsible for the establishment of business generating over $3 million per year for the Central Region.  She served as a member of numerous proposal development efforts and was key in establishing corporate teaming agreements.

She also worked as Project Manager, Consolidation of ADP Operations and Design Centers, Defense Management Report Decision (DMRD) 924 and DMRD 918.  Ms. Meier and her team provided engineering and program management support to Air Force development, acquisition, and testing of computer and communications equipment.  As project manager, she ensured two support teams provided the systems engineering, program management and resource control support required by the ADP Consolidation PMO.  The PMO managed the Air Force and DISA consolidations of ADP operations for standard base level computer systems (Unisys-based) and major command non-command and control systems (Honeywell-based).  Ms. Meier directly supported technical working groups and the development of key program strategies such as the concept of operations, communications architectures, security support, implementation, hardware and software architectures; verification and validation for other contract support; training, software support and resource management; the development, implementation, and management of regional processing centers (now Defense Megacenters) worldwide; and building cost and expenditure models to support program management, contract management and ordering functions.    (6/94 to 3/97)

As the Project Manager for DMRD 924 effort, Ms. Meier ensured the quality of the ETA team support to the ADP Consolidation PMO.  See accomplishments listed under same project above.

As a Program Acquisition Specialist for the Combat Ammunition System, Ms. Meier provided program management and acquisition support for CAS, the Air Force command and control management information system for conventional and nuclear ammunition resources, and munitions stockpiles.  She served as project leader developing the first CAS Program Management Plan under AFR 800-4 series regulations.  Developed an amended Acquisition Plan completely revising the strategy for acquiring CAS hardware.  Supported AISARC reviews preparation.  Performed evaluation reviews of CAS software requirements documents.

Ms. Meier also served as the  Project Manager for the Air Force Mobile Terminal System (MTS) project which provided requirements definition, source selection, and test support for the Air Force MTS program.  The MTS linked hand-held and full screen, laptop terminals to Air Force logistics base-level computers worldwide via high frequency radio.  Her responsibilities included identifying and pursuing worldwide frequency bands, performing technical specification and requirements analyses; developing acquisition documentation and specifications; and planning and participating in source selections, test efforts, and system implementations.  (1/90 to 6/94)

Ms. Meier was responsible for an $80 million program providing MTS for Air Force and Navy logistics management operations worldwide.  MTS was developed to interface with the Core Automated Maintenance System (CAMS) for flightline maintenance, the Cargo Movement Operations System (CMOS) for mobility, the CAS for weapons management, and the Naval Integrated Storage and Retrieval System for supply operations.  Responsibilities included management of entire acquisition process and program office, defining technical requirements, interfacing with user and contractor communities, securing funding, scheduling milestones, and planning test.  Selected as Outstanding Company Grade Officer of the Year for 1988.    (9/88 to 10/89)

Program Acquisition Manager - Lieutenant
Air Force Defense Data Network PMO

Ms. Meier managed acquisitions for three multi-service data communication systems representing $95 million in Air Force and Navy expenditures while assigned to the Air Force Defense Data Network (DDN) Program Management Office.  Assisted commands in technical requirements analysis, planned and programmed $90 million budget, and served as liaison with Navy counterparts.  Extensive work with international protocols for data communications, DDN communications protocols, and network management.  Developed specifications for network interfaces devices.  Performed site surveys and supported system installations of DDN packet switches, and KG-84 and BLACKER COMSEC equipment.  Worked on team that developed Air Force on-base network standard interface to MILNET.  Selected as Outstanding Company Grade Officer of the Quarter in 1988 and 1986.    (3/85 to 8/88)
